The final territory you're probably looking for is located in Las Venturas, surprisingly. Head to San Fierro and reach the bridge that goes to the far west of Las Venturas. Once you cross the bridge you'll find a small town where it's located the Silver Vibrator and the Boat School. Near the dock area there's one last territory belonging to Vagos.
